About the Assignment

Building a coordinated and competitive seamoss sector

Seamoss is an increasingly significant export commodity for Saint Lucia. Despite its encouraging trajectory, the sector continues to face challenges relating to formal regulation, quality standards, coordinated market development support, production capacity, consistent quality, national branding, and access to international markets.

Export Saint Lucia is seeking an experienced consultant or consulting firm to develop the Seamoss Development Strategy and Action Plan. The Strategy will provide a comprehensive, evidence-based, and actionable framework to guide the development of Saint Lucia’s seamoss sector.

Priority Areas

Four strategic pillars

Production and Farming

Production and farming development, including the identification of objectives, strategies, and priority actions for the sector.

Regulation and Standards

Regulation, standards, and quality assurance for the development and growth of the seamoss sector.

Value-Added Processing

Value-added processing and product development within Saint Lucia’s growing seamoss processing subsector.

Export Market Development

Export market development and trade promotion, supported by a national branding initiative for Saint Lucian seamoss.

Consultancy Objectives

The selected consultant will be expected to:

  • Conduct a comprehensive situational analysis of Saint Lucia’s seamoss sector.
  • Review the production base, processing subsector, export performance, regulatory environment, competitive landscape, and market opportunities.
  • Engage farmers, processors, exporters, government agencies, and private-sector organizations through a structured consultative process.
  • Develop a clear vision, mission, strategic goals, and priority actions for the sector.
  • Identify the gaps preventing further growth of the seamoss sector.
  • Develop a realistic, phased three-year Action Plan with clearly assigned responsibilities, timelines, and resource requirements.
  • Develop a Monitoring, Evaluation, and Reporting Framework with measurable indicators, baselines, annual targets, and a reporting schedule.
  • Identify and recommend potential development partners and funding sources to support implementation of the Strategy.

Consultant Profile

Required qualifications and experience

Essential

  • Postgraduate qualification in economics, agricultural economics, development studies, business administration, international trade, or a related discipline.
  • A minimum of seven years of relevant professional experience in strategic planning, agricultural or agribusiness development, export promotion, or trade policy.
  • Demonstrated experience conducting sector analyses and developing national or sectoral development strategies.
  • Experience working in the Caribbean and familiarity with CARICOM trade and regulatory frameworks.
  • Strong analytical, research, and report-writing skills, supported by a portfolio of comparable published strategy documents.
  • Excellent stakeholder facilitation and engagement skills.

Desirable

  • Experience in the agricultural, seamoss, seaweed, or broader agri-food export sector.
  • Knowledge of international food-safety standards and export-market regulatory requirements.
  • Experience in brand strategy development or Geographical Indication applications.
  • Familiarity with Saint Lucia’s trade and export landscape.
  • Experience in resource mobilization and development-partner engagement.

Technical proposals should include:

  1. A cover letter expressing interest and confirming availability for the contract period.
  2. A brief profile of the consultant or consulting firm, including organizational background and relevant experience.
  3. An understanding of the assignment and the proposed approach and methodology.
  4. A detailed workplan with milestones and timelines aligned with the scope of work.
  5. A stakeholder-engagement plan.
  6. CVs of the lead consultant and proposed team members, clearly indicating their roles and responsibilities.
  7. At least two samples of comparable strategy documents previously produced by the consultant or firm.
  8. Contact details for two professional references from comparable assignments.

Financial proposal

Applicants must also provide a detailed financial proposal stating the total professional fees, daily rate, reimbursable expenses where applicable, applicable taxes, and a proposed payment schedule linked to the required deliverables.

Applicants must indicate in their proposal the time required to complete the assignment. However, the proposed implementation period should generally not exceed six (6) weeks from the contract commencement date.
